Panorama Development was founded in 2000 by Wes Fifield, at the time one of the top shopping center brokers in the Inland Empire with CB Richard Ellis. He brought on Rob Maddox in 2002, his friend since 6th grade from Hemet, with his extensive background in construction and land surveying. Wes has over 32 years of experience as a broker and developer, Rob has 40 years of experience in construction and development. Stacey Fifield has been the office manager since the beginning and handles all the day to day operations. Nick Fifield joined Panorama Development after graduating from Cal Poly San Luis Obispo with a degree in Construction Management. Collin Montgomery, the newest member, is experienced in underwriting commercial real estate such as Retail, Multi-Family, Office, and Industrial properties which have given him an in-depth knowledge of real estate transactions in commercial real estate. The company has developed/owned over 20 shopping center properties in the Inland Empire with a value of over $100 million.

The company is based in Upland, CA and focuses on commercial and shopping center developments in the Western Inland Empire. The main desire is to develop properties in the close proximity of the Western Inland Empire to hold as long-term investments, while also providing quality in-house property management for maximum local oversight. The company does not have outside investors or partners and develops with our own funds. This allows the company to maintain flexibility and not be tied down to investor demands or needing to turn a quick profit for share-holders. 

Wes and Rob are lifetime residents of the Inland Empire, both graduating from Hemet High School in 1984, and have seen the area grow over the last 50 years. This has given them the understanding of the communities and their growth patterns. It also provides a deep knowledge of the area’s commercial properties and their development potential. Their constant tracking and monitoring allow them to be able to act quickly when a property becomes ready to develop. In addition, with their almost 30 years of transactions in the Inland Empire commercial development industry, they have extensive connections with tenants, cities, and the brokerage community. They were preferred developers for Jack in the Box, 7-Eleven, and Long’s Drugs. 

After identifying a property for development, because of tenant interest or changes in the local market, Panorama Development has an extensive group of consultants to use for the development process. These long-term relationships include civil engineers, architects, biologists, traffic engineers, attorneys, accountants, bankers, escrow companies, title companies, surveyors, property tax consultants, utilities consultants, sign companies, and contractors.

Wes is also highly invested in the community as chairman of the board of directors of the San Antonio Regional Hospital, elected board member of the Upland School Board for over 18 years, and chairman of the board of directors of the West End YMCA. Being deeply involved in the community has been a tremendous asset as a developer. Knowing the whole community, its health, education, seniors, students, and family issues, translates to understanding what the community needs to be successful.

Wes Fifield, Owner

Began his career in 1989 leasing shop space in Moreno Valley. As a licensed California Real Estate Broker with CB Richard Ellis and others, he has leased millions of square feet of retail space all over the Inland Empire with tenants like Ralph’s Grocery & K-Mart and completed 50 Jack in the Box transactions. In 1996 he purchased his first shopping center and in 2000 began his career as a real estate developer.  He was a preferred developer for Long’s Drug stores and Jack in the Box and continues to be for 7-Eleven. He has closed on every escrow that he has every opened but one and has been successful with every development he began. He has extensive relationships in the shopping center industry and connections with major retailers and brokers.

He is in charge of all aspects of the development with specific focus on financing, lease, legal, contracts, and tenants.


Rob Maddox, Partner

With 40 years of experience in the construction industry, Rob began his career working for his Dad’s construction company at 15 years old. He started at the bottom working on crews that did concrete, asphalt, underground utilities, sidewalks, streets, curbs & gutter and all types of site work. After ten years and a promotion to running different crews, Rob began his a new career as a land surveyor. He surveyed commercial projects, subdivisions, churches, ALTAs, utilities, and many more.

With his extensive background in construction and surveying Rob was a natural fit to join Panorama Development in 2002. For the last 20 years Rob has been in charge of construction, entitlements, property management, title, studies, architects, engineers, utilities, and all vendors. From small tenant improvements to large commercial developments, Rob has the ability to work with all and get the job done on time and under budget. His deep understanding of the all aspects of the industry are invaluable.


Stacey Fifield, Owner

Stacey serves as the office manager for the company since 2001. She handles all billing, invoices, accounting, banking, vendor and tenant relations. She is proficient in Word, Excel, and QuickBooks. In addition she takes care of insurance, property tax, contractor payments, fund control, conditional and unconditional final releases, and lender reports. Her oversight of all office functions is critical to the company’s success.


Nick Fifield, Project Manager

Nick joined Panorama Development in 2020 and serves as the project engineer for all of Panorama Developments current development projects. His focus in the company is entitlements, engineering, architectural site design, and coordinating project approval.

Nick has worked at a variety of construction companies; namely Pankow Builders, Aragon Construction, Inc. and MATT Construction. He has worked on construction project across Southern California including the 56-story high rise Metropolis in downtown Los Angeles, high-end residences in Bel Air and the Ford Theater in Hollywood, CA.

Nick holds a Bachelors of Science in Construction Management from the California Polytechnic State University, San Luis Obispo. As of 2020, he has received his LEED Green Associate certification.

Collin Montgomery, Project Manager

Collin, our newest member of Panorama Development, began his career as a Loan Analyst with Sunrise Mortgage & Investment Co. where he assisted in closing over $200 Million in commercial real estate loans nationwide. He worked closely with borrowers and lenders with processing loan applications and resolving any problematic closing matters that would arise. Collin is experienced in underwriting commercial real estate such as Retail, Multi-Family, Office, and Industrial properties. His experience at Sunrise has given him an in-depth knowledge of real estate transactions in commercial real estate and an asset to the company’s future success.

Collin holds a Bachelor of Arts in Business Management from Azusa Pacific University.
